Police said they were found sleeping alone inside the van with no parents or guardians in sight.
It is alleged they were inside the vehicle for about 30 minutes before their parents could be located.
Police said the temperature outside was at the freezing mark and “both children showed signs of being cold” but neither of them required medical attention.
Both children have been placed in protective custody by the Children’s Aid Society, police said.
The names of the couple have been withheld to protect the children’s identities.
