U.S. fugitive wanted for elder neglect arrested in Vancouver

VANCOUVER, B.C. – A man wanted in the U.S. for elder neglect and ‘willful and lewd act upon a dependent person by a caretaker’ has now been arrested in Vancouver.

The Canadian Border Services Agency (CBSA) says inland enforcement officers arrested Russel Olvena Torralba in Vancouver on Jan. 9. He is wanted in the state of California.

The CBSA worked with the U.S. Marshals Service and the Vancouver Police Department to find and arrest Torralba.

CBSA officers were able to confirm Torralba had entered Canada in August 2013. On Jan. 9 officers found him working illegally as a caregiver / nurse at a home caring for a disabled child. That child was taken into the care of the Ministry of Child and Family Development after it learned of Torralba’s history in the U.S.

“Canada will not be a safe haven for those who commit crimes in other countries. The CBSA continues to investigate this case and is working closely with both domestic and international law enforcement agencies to ensure that Torralba faces his charges.” says Yvette-Monique Gray, director of CBSA’s Enforcement and Intelligence Division, Pacific Region.
