Stanley had been monitored in Canada but cut off his electronic-monitoring bracelet and was able to enter the United States last year. Canada did not seek his extradition.

Seattle authorities said they had no reason to arrest him but asked him to register as a sex offender. Then, he was arrested on Oct. 22 and accused of threatening someone who asked him to be quiet.

Stanley is separately accused of sexually assaulting a teen. That allegation is still under investigation.
