10 years to build 1.5 million new homes in cities throughout the province – a lofty goal set by the Ford government, but a year and a half into the plan and municipalities are already falling behind. Peterborough housing starts are way down in the first seven months of the year. As it stands, the city and county are on track to miss the provincial target.
