A storm lasting approximately 48 hours dumped four times more rain in the state of Vermont than Hurricane Irene in 2011, said Governor Phil Scott on Tuesday. The storm raised the threat of water from a reservoir spilling over a dam protecting the state’s capital city of Montpelier and worsening flooded areas.
