Former RCMP officer criticizes Ministry of Children and Families over foster child abuse

A former RCMP officer is reacting to the recent case of horrendous abuse of a foster child, who ultimately died, says a 1993 case he was involved with shows a pattern of failure in the Ministry of Children and Families. Kristen Robinson reports.
