Houston police Chief Troy Finner said Thursday that charges in the case of Rudolph “Rudy” Farias, who was found alive eight years after he went missing in 2015, would be laid if “appropriate.” Finner said the investigation was ongoing but that police couldn’t force “a potential victim or a missing person” to come in and give a statement.
