Vancouver looks to approve inhalation sites

There has been a big shift in the way people are dying from toxic drugs in B.C. The majority of deaths are now from people who are smoking – rather than injecting – them. And as Catherine Urquhart reports, that has Vancouver Council considering a controversial measure to address this shift in drug consumption.
