Mark Milley, chairman of the joint chiefs, said Thursday after a meeting of the 12th Ukraine Defense Contact Group that the U.S. had made it a condition of supplying Ukraine in its fight against Russia’s invasion that it not use American-made equipment for attacks on Russian soil. “This is not a war between the U.S. and Russia,” he said.
