Blas Nuñez-Neto, assistant secretary for Border and Immigration Policy at the Department of Homeland Security, said Friday that the U.S. has introduced a random lottery system for half of the slots available to refugees arriving at the border under the parole processes for those coming from Haiti, Venezuela and Cuba. He said the change would “maximize the hope” for those waiting for months to have their asylum claims processed.
