Winnipeg Mayor Scott Gillingham discussed plans to fix the “sorry state of certain sections” of major city thoroughfare Kenaston Boulevard on Friday. Gillingham said part of the $2.8 million earmarked for Kenaston Blvd’s widening in the 2023 budget will go towards a return-on-investment analysis.
