Smaller crowds turn out for Vancouver 420 events

In past years, Vancouver 420 organizers could be guaranteed “high” turnouts for their events – often in the tens of thousands – but not this year. Numbers were down for many reasons, including the weather. But as Kamil Karamali found out, those who did show up just “rolled” with it.
