Alberta having $13.8M deducted from health transfers because patients paid for services

Eight provinces, including Alberta, will be penalized for patients having to pay out-of-pocket for publicly insured services. Ottawa says the decision will cost the province millions, but experts aren’t sure if Alberta will fall in line with federal expectations. Morgan Black reports.
