City set to award contract worth millions for encampment security in Toronto parks

Toronto’s bid award panel is set to confirm a private security contract worth millions to monitor encampments in city parks. Homeless advocates and some city officials say the money is a waste that doesn’t address root issues or harm reduction. Matthew Bingley reports.
