U.S. State Department spokesperson Ned Price said Thursday that U.S. sanctions on Syria’s Bashar al-Assad regime “do not target humanitarian aid.” He said existing sanctions prior to this week’s earthquake include carve-outs for aid and that U.S. aid would not go to the Syrian regime but to reputable partners.
