Serenity case underscores need for change: child advocates

Alberta’s child welfare system is back under the microscope, a day after a judge described in detail how it failed an Indigenous family. The fatality inquiry report into Serenity’s death makes several recommendations about how to better protect children. As Dan Grummett reports, advocates see it as an opportunity to make much larger changes.
