The provincial government is filing for a two-year freeze on basic car insurance rates in an attempt to help with the rising costs of living in B.C. The public insurer switched to the no-fault care insurance system last year and it has turned things around financially. As Richard Zussman explains though, crash victims feel it comes at their expense.
