N.S. sends another proposal to Ottawa in hopes of avoiding carbon tax

The Nova Scotia government has now sent a second proposal to the federal government in order to be exempt from its carbon tax. The federal government has said it would impose the tax on provinces that don’t submit a carbon pricing plan it deems acceptable. Nova Scotia’s new plan is an output-based system, intended to drive down emissions from large industrial greenhouse gas emitters. Graeme Benjamin has the details.
