Winnipeg police’s Inspector of Special Projects George Laboissiere spoke on Tuesday following the province’s announcement to spend $46,000 out of the Criminal Property Forfeiture Fund to update the city’s Neighbourhood Watch program. Laboissiere says he expects the improvements will support Manitoba’s ‘block captains’ report crime.
