Canada has agreed to return a sanctioned Russian natural gas turbine at the request of officials, said Natural Resources Minister Jonathan Wilkinson on Sunday. Ottawa is issuing what it calls a time-limited and revokable permit to facilitate the turbine’s return, but Ukrainian officials have called the move a dangerous precedent.
