The bodies of 46 migrants were found inside a tractor-trailer in San Antonio, Texas on Monday, in one of the most recent deadly incidents of human smuggling along the U.S.-Mexico border. There is now a federal investigation underway, police chief William McManus said, and three people were in custody though their involvement was not yet clear.
