Speaking Monday ahead of the NATO summit in Madrid, Secretary-General Jen Stoltenberg said by increasing the number of troops in its high-readiness response force, the alliance intends to prevent, “not provoke” aggression from Russia. He said he’s confident Russian President Vladimir Putin “understands the consequences of attacking a NATO-allied country.”
