Texas Department of Public Safety director Steven McCraw said Friday that the on-scene commander during the Robb Elementary School shooting made the “wrong decision” by not breaching the classroom where the shooter had barricaded himself and instead waited for a tactical team. He said that the commander had made the determination it was no longer an active-shooter situation, despite 911 calls having been made by a teacher and students inside.
