European Union foreign affairs chief Josep Borrell said the adoption on Monday of the “Strategic Compass” plan for long-term EU military action was a “historic turning point for the EU as a strategic provider.” He stressed, however, that the plan was not an answer to the Russian invasion of Ukraine, but an “answer to the feeling that the EU has to be more engaged” in military affairs.
