Turkish President Recep Tayyip Erdogan announced Monday that he would implement the Montreux Convention, a pact that would allow limiting the passage of some Russian ships from passing through the Turkish Straits to the Black Sea. Erdogan called Russia’s attack on Ukraine “unacceptable,” but said Turkey would not abandon its ties with either Russia or Ukraine.
