U.S. President Joe Biden spoke Thursday about the military attack on Ukraine, saying that it was “premeditated” by Russian President Vladimir Putin and criticized that he had rejected “every good faith effort” to address mutual security concerns. He went on to say Putin “is the aggressor, Putin chose this war and now he and his country will bear the consequences.”
