British Prime Minister Boris Johnson said on Tuesday that there is still room for a diplomatic solution with Russia after news of some Russian troops pulling back to bases from the Ukrainian border. But he added that intelligence reports were still “not encouraging.” The U.K. has opted to keep its embassy in Kyiv open to show support to Ukraine amid tensions.
