Questions raised about Vancouver’s single use plastics program

The City of Vancouver’s new ban on plastics bags – and fees for single-use cups and paper bags – was launched to help the environment but it is hurting one segment of the population – the homeless. As Jordan Armstrong reports, those who struggle to pay for food say they can’t afford the extra fees .
