Archbishop of Canterbury Justin Welby delivered an address Monday during a memorial service for British lawmaker David Amess, who was stabbed to death at a church hall on Friday. “Sir David was of the best,” Welby said from St Margaret’s Church beside Westminster Abbey, adding, “both the House of Commons and the House of Lords have spoken of his exceptional character.”
