After Global News aired the pictures captured by a bystander on his cell phone, the Office of the Police Complaint Commissioner which cleared the Vancouver Police officer, has now reopened the case. It says there will be another agency brought in to investigated any wrongdoing under the Police Act. Catherine Urquhart has the latest.
