Returning Canadian travellers encounter confusion with looser COVID-19 restrictions

For eligible, fully vaccinated Canadian citizens and permanent residents, Monday was the first day they would be able to skip a mandatory quarantine on arrival from international travel. As Matthew Conrod reports, travellers believe the new COVID-19 rules make sense, but also found there to be problems with the qualifying process.
