Toronto Police Chief James Ramer said on Friday that Const. Jeffrey Northrup should be remembered as “an outstanding police officer” who was “very proud of the job he did.” Northrup was killed early Friday morning after he and his partner responded to a priority call in the underground parking lot of City Hall.
