Police criticized for not shutting down dangerous events in Ontario

They have been in the news for days: rowdy parties and beach gatherings with dangerous and illegal use of fireworks. And in most cases, police have watched, but have not moved in. Our question: why not? Sean O’Shea is looking for the answer.
