Under Ontario government rules, everyone qualifies for a COVID-19 vaccine when their turn comes up. But for those without a health card, including those from outside Canada, it can be challenging to get vaccinated. As Sean O’Shea reports, advocates say governments should make it much simpler for people to get a jab.
