U.S. President Joe Biden on Thursday discussed new sanctions on Russia and a recent phone call with President Vladimir Putin, saying “I was clear with President Putin that we could have gone further, but I chose not to do so, I chose to be proportionate.” Biden added that the U.S. wants a “stable, predictable relationship” with Russia.
