U.S. President Joe Biden on Thursday proposed an in-person meeting with Russian President Vladimir Putin “to address a range of issues” facing both countries. Biden said the United States and Russia “could launch a strategic stability dialogue to pursue cooperation” on arms control, security and “critical global challenges” if the summit were to occur.
