Warning: Disturbing Video. A police officer in Rochester in New York State has been placed on administrative duty, after he pepper-sprayed a suspected shoplifter, while she was carrying her toddler. As Jennifer Johnson reports, the incident has troubling similarities to two other cases involving the police department and Black residents.
