After Canada joined at least 57 other countries in forming a coalition to support an international declaration denouncing state-sponsored arbitrary detentions of foreign nationals, Foreign Affairs Minister Marc Garneau on Monday said this doesn’t just apply to one country. He made the comment after being asked about China taking this as a provocation.
