Coronavirus: City of Toronto seeing hundreds of complaints about mask rule-breakers in condo common areas

The bylaw making masks mandatory inside the common areas of condos and apartment buildings appears to have no weight. City of Toronto staff say they are unable to lay fines and that it’s up to building managers to enforce the rules, but landlords say they have no power to do this. Miranda Anthistle reports.
