Dr. Brian Penner, a physician in Winnipeg, was the first Manitoban to get the long-awaited COVID-19 vaccine Wednesday morning. Penner said he was “very fortunate” to receive the vaccine, and that he hopes it will mediate “this incredible crisis.”
