The Notre-Dame Street homeless encampment has been dismantled, following a recent fire and other life-threatening incidents. City authorities issued an emergency evacuation order forcing residents to move out by the end of Monday. As Global’s Phil Carpenter reports, some people are blaming the city for allowing the camp to become a dangerous place.
