Vancouver’s ban on sale and use of consumer fireworks begins Nov. 1

This Halloween will be the final blast before Vancouver bans the sale and use of fireworks and as Sarah MacDonald reports, the city of Surrey has seen success after it took the bang out of the big night more than a decade ago.
