Family says shuffling programming assistants creating unnecessary chaos

Education programming assistants are being shuffled around schools across the Halifax Regional Centre for Education and in some cases are being laid off. As Jesse Thomas reports, one family says the shuffling is creating unnecessary chaos and creating a barrier to returning for their children with special needs.
