Governor General Julie Payette outlined four “foundations” of the Canadian government’s approach to COVID-19 in the throne speech on Wednesday, which included the need to fight the pandemic, the need to support people and businesses through the crisis, the need to “build back better” and the need to “stand up for who we are as Canadians.”
