Tropical Storm Beta brought on heavy rains to parts of Houston, Texas, hours after making landfall Monday night and leaving parts of the city flooded overnight. As Beta weakened to a tropical depression, cars were submerged underwater, including a man who was rescued from a stalled vehicle in the rising floods.
