U.S. Secretary of Defense Mark Esper said during a ceremonial speech in Hawaii on Wednesday that the U.S. rose to the challenge after WWII and built relations with its partners based on respect for the sovereignty of all countries, not a strategy of “might makes right” and based on a commitment to always honoring U.S. international obligations.
