Quebec’s public health director Dr. Horacio Arruda said on Friday that the province is at a “crucial point” amid the COVID-19 pandemic, adding that they are “probably at the beginning of a second wave,” which could arise in the fall. Arruda stressed the importance of being prepared and applying public health recommendations “so that we don’t begin this all over again.”
