Proposed Niagara-on-the-Lake noise bylaw met with loud boos

The picturesque town of Niagara-on-the-Lake wanted to address out of date and ineffective laws. But the solution, along with its confusing process, has been given a big thumbs down by residents and businesses who think it goes too far. Matthew Bingley reports.
