Confusion and frustration build over ‘locals first’ boarding rules for BC Ferries.

Under new rules put in place as part of the provincial coronavirus state of emergency, local residents can ask for preferred boarding on some BC Ferries sailings. But there is growing confusion over just who is eligible, and who is supposed to be enforcing those rules. Brad MacLeod reports
