Treasury Board President says denying consular services to two Canadians detained in China is ‘not understandable’

President of the Treasury Board Jean-Yves Dulcos said on Tuesday there are many things that are not understandable in the detention of Micheal Spavor and Michael Kovrig in China, including the fact that they don’t have access to consular services “which is an absolute obligation on China under international treaties.”
